Commute time rules define the travel time between buildings. Each rule entry must specify at least two buildings (origin and destination). An entry with only one building is incomplete and cannot be used.

How to fix it

Go to the commute time rules and update the incomplete entry to include at least two building names (e.g. "Main Building, Annex").
